In 2019, the Administration for Children and Families (ACF) awarded the state of New Hampshire (NH) a three-year Preschool Development Grant (PDG) Birth through Age 5 (B-5) to continue supporting a comprehensive and coordinated early childhood care and education system to better address the needs of vulnerable families with young children in NH. The NH PDG B-5 involves a collaboration between the University of New Hampshire (UNH), the NH Departments of Health & Human Services and Education, the NH Council for Thriving Children, and early childhood service organizations and providers. UNH contracted Abt Global to conduct the Program Performance Evaluation (PPE) of the grant and to provide technical and analytic support for specific NH PDG initiatives.
Abt Global has conducted the Program Performance Evaluation (PPE) of the NH PDG B-5 since 2020, which involves monitoring and evaluating the implementation and outcomes of grant activities, and supporting UNH with continuous quality improvement throughout the grant’s lifecycle. Abt also supports UNH with additional NH PDG B-5 activities, including evaluation-focused technical assistance to regional collaboratives across the state, child care desert and system mapping, literature reviews, evidence scans, classroom observation data collection, and additional research activities, as requested.
Abt works with UNH to produce quarterly progress reports for ACF and quarterly newsletters for NH PDG B-5 contractors, staff, and other relevant stakeholders. The Abt team is also producing interactive maps of NH’s early childhood system, including child care deserts. The maps have informed the development of a new regional system of early childhood supports across the state.
