Chief of Party, PMI Evolve Project, Madagascar

Dr. Ndombour Gning Cisse is a biologist and scientist with 16 years of experience in public health and environmental health management, particularly in malaria vector control in Africa. She has experience in all aspects of insecticide spraying operations, including planning, training, supervision, human resources talent management, leadership development, strategic planning, project implementation, and capacity development assignments in four countries.

Dr. Gning Cisse currently serves as the chief of party (COP) for the President’s Malaria Initiative Evolving Vector Control to Fight Malaria (PMI Evolve) project in Madagascar. In that role, she is the project’s key liaison to the PMI Advisor in the U.S. Agency for international Development (USAID) Madagascar Mission, the Ministry of Public Health, the National Malaria Control Program (NMCP), and other key stakeholders. In 2023, while leading a team of more than 40 full-time employees, Gning Cisse supported an indoor residual spraying (IRS) campaign that included efforts to strengthen the capacity of national, regional, district, and local health authorities to manage IRS operations. This campaign protected more than 720,900 people against malaria.

Before PMI Evolve was launched in 2023, Gning Cisse served as the COP for the PMI VectorLink Project in Côte d’Ivoire. In 2021, she led the first large-scale IRS campaign and insecticide-treated nets (ITN) mass campaign funded by PMI. Her team also used the project’s entomological data to guide the NMCP’s decisions on the 2021 mass campaign for ITN distribution, which introduced new piperonyl butoxide nets in response to insecticide resistance data.

Gning Cisse joined Abt in 2011 in Senegal as a country spray coordinator and was promoted to operation manager, a role she served in from 2014-2017. 

Prior to Abt, she worked as an environmental compliance officer at Research Triangle International (RTI) on its USAID/PMI IRS malaria programs. At RTI, she provided technical assistance to the project, writing training, tools, and guides. Earlier in her career, she performed scientific assessments of various documents for JOUVE Senegal SA.
