Chief of Party, Local Health System Sustainability (LHSS) Project, Colombia

Miguel Pulido is a dentist with more than 20 years of national and international work experience promoting and implementing social, financial, and economic policies in the health sector. He has worked domestically at the Colombia Ministry of Health (MOH) with several departmental health secretariats and internationally on health projects with the Inter-American Development Bank and United Nations Development Programme in Panama, Guatemala, and Honduras. He was also the director of the US-based non-governmental organization Te Doy Foundation, working with HIV orphans in Africa.

As Chief of Party of the Local Health System Sustainability Project in Colombia, Pulido launched and developed an ambitious new program in the middle of the COVID-19 pandemic. The project focuses on integrating Venezuelan migrants into the Colombian health system and supporting Colombia’s COVID-19 response. Pulido led the development and implementation of the work plan with a team working entirely from home and led pandemic emergency response activities. He developed close relationships with government counterparts, local partners, and USAID Colombia and built the structure for USAID’s most extensive health program in Colombia. Pulido oversees more than 40 staff who have enrolled more than 6,000 Venezuelan migrants in health insurance, trained 985 professionals on vaccine delivery and work planning, and conducted 11 COVID-19 treatment seminars for more than 2,000 health care workers.

Previously, Pulido worked as the director of health care services delivery and senior advisor for the secretary of health of Bogotá. He served as the senior advisor to the minister of health in Colombia. He held the position of national director of medical tourism in Colombia at the Ministry of Commerce. He was the state director of health planning in one of the largest states in Colombia. He has worked in various positions at several international organizations, including the Inter-American Development Bank and United Nations. Among many accomplishments, two with the most impact are Pulido’s contribution to implementing the MOH’s National Integral Care Policy and his leadership of a task force to attack the serious problem of infant mortality among indigenous populations (i.e., Wayuu) in La Guajira state.
