Sweeney, Ph.D.

Matthew Sweeney leads business development and account management for Abt’s portfolio of work at the Centers for Medicare & Medicaid Services (CMS). With more than 20 years of healthcare experience partnering with federal agencies, small businesses, and the private sector, Sweeney has led large research and operational projects focused on various dimensions of alternative payment models, including:  implementing and validating quality measures, program support for hospital pay-for-performance programs, and advising clients on the design and refinement of their value-based purchasing arrangements.

Prior to joining Abt, he led business development and account management at Mathematica for projects focused on alternative payment modeling, monitoring, learning systems and technical assistance, as well as quality measure development within CMS. Additionally, he served as area director responsible for business growth at the Department of Defense, Veteran’s Administration, and the U.S. Food and Drug Administration.

In his earlier career, Sweeney served as an actuarial analyst with the Chickering Group/Aetna Student Health Insurance, leading reports on service and benefit utilization.

Sweeney earned his Ph.D. in Policy Analysis and Management from Cornell University, and his dissertation focused on organ transplantation policies and the association between surgical volume and patient clinical outcomes.
