Jacqui DeLacy
Managing Director, Abt Global Australia
Jacqui De Lacy is responsible for leading Abt’s development and technical services in alignment with its mission and values. Prior to joining Abt (then JTA) in 2014, Jacqui represented the Australian Aid program (then AusAid, now DFAT) in multiple high-profile positions, including head of AusAid Indonesia, head of the Food Security Branch, global crisis response coordinator, and head of the PNG Branch in Canberra. While head of AusAID Indonesia, Jacqui led policy dialogue, coalition building and advocacy efforts with the Indonesian government at the national and subnational levels and with civil society organizations in a wide range of technical areas, including social protection, women’s empowerment, health, economic governance, and electoral reform and legal reform. She has been vice-president of the UNICEF Executive Board. She has extensive experience representing Australia on UN funds and programs, at conferences, and in development policy and issues, including ASEAN, APEC and the G20.

Gina Houng Lee
Chair of the Board of Trustees, Women’s Fund Fiji; National Researcher, Costing GBV in the Pacific Program, Abt Global
Gina Houng Lee spent 21 years of her professional career in Fiji and the Pacific. For the past 11 years she was employed at Regional Rights Resource Team (RRRT). RRRT was the human rights program of the Secretariat of the Pacific Community. Her background is in training in gender and human rights. While at the Pacific Community, she provided program oversight over the UNTF VAW project on addressing VAW legislative change. Gina is the former Chair of Fiji Women's Rights Movement and has served on the board of Leadership Fiji and Asia Pacific Forum for Women Law and Development (APWLD) Regional Council. Gina is currently undertaking GBV costing Project in Fiji and has recently been appointed to the Chair of the Women’s Fund Fiji (WFF) Board of Trustees. WFF is the Pacific’s first national women’s fund providing grants and capacity development support to diverse women, girls and gender non-conforming groups, networks and organisations to further their work in gender justice and human rights.

Carmela ‘Mia’ Castro
Attorney/Partner, Lopez Custodio Muñoz & Castro Law Office; former Managing Director at the Consuelo Zobel Alger Foundation (Philippines) and former Head of the International Justice Mission (Philippines)
Attorney Carmela (Mia) Andal-Castro is an expert on children’s rights, women issues and working with non-profit corporations. With over 15 years of experience in the areas of family law and criminal litigation as a management executive and attorney, Mia has solidified her reputation within the industry and in 2016 received The Outstanding Young Men and Women (TOYM) Award for her contributions to society on law and child protection. During the course of her career, Mia has been at the forefront of women and children's issues having successfully prosecuted dozens of child abuse, child sex trafficking, and violence against women and children (VAWC) cases. In 2010, Mia was also the recipient of an award from the Philippine National Police to recognize her significant contributions in the enforcement and investigation of anti-human trafficking cases across the country.

Mia was the Managing Director of Consuelo Zobel Alger Foundation, one of the Philippine’s most established philanthropic organizations. She also headed the Manila office of International Justice Mission, a human rights organization based in Washington DC. Mia is also a member of the Philippine Inter-Country Adoption Board (ICAB), under its Inter-Country Placement Committee.

Nancy Aboga
Senior Program Manager, PNG Australia to Health Program (PATH), Abt Global
Nancy Aboga is the senior program manager, gender equality and social inclusion of Abt’s PNG Australia Transition to Health Program (PATH). Over the course of her career, Nancy has had a strong focus on Gender Based Violence (GBV) prevention, response and empowerment of women and girls, having been involved in the water and sanitation (WASH) program, which have a proven record of continuously building capacities of partners and rural communities on GBV prevention, response, and Community Led Total Sanitation. In addition to this, Nancy contributed to a gender-based violence program targeted at schools which focused on adolescence health. Nancy has over 12 years of experience working for International Non-Government Organizations based in PNG on programs with a focus on Health and Gender, more specifically around GBV prevention, GBV response, Male Advocacy programs, contraception, family planning, and adolescents' sexual reproductive health.

Roslyn Brock
Chief Global Equity Officer, Abt Global
Roslyn M. Brock, a nationally recognized civil rights, health policy, and equity advocate, is Abt Global’s Chief Global Equity Officer. Roslyn is Chairman Emeritus of the National Board of Directors for the National Association for the Advancement of Colored People (NAACP).  She was the youngest person ever elected NAACP chairman and the fourth woman to hold the position. Prior to joining Abt, Roslyn was CEO of Equity Partnership Strategies, LLC, a racial equity consulting firm that provides strategic consultation to corporate boards, executive leadership teams, non-profit organizations and institutions on talent acquisition, community engagement, capital investments and risk mitigation. 

She previously served as Chief Advocacy Officer for Bon Secours Mercy Health, one of the 20 largest health systems in the country, where she provided system-wide leadership to promote health care reform, health equity, and social justice initiatives for vulnerable populations to improve the health and well-being of communities. Roslyn has also managed and directed domestic and international health programs at the W.K. Kellogg Foundation, United States Agency for International Development, and the New York State Health Department. She is a Board Trustee at George Washington University and the Interfaith Center on Corporate Responsibility.

Roslyn has dedicated her career to improving equity and opportunity for all and is a widely honored social justice change agent with deep experience in health.

Alumo Sunday Viola
Social Behavior Change and Communications Coordinator (Karamoja Region), USAID Uganda Integrated Community Agriculture and Nutrition Activity (ICAN)/Manoff Group
Alumo Sunday Viola is the Social Behavior Change and Communications Coordinator for the USAID ICAN Activity for the Karamoja region in Uganda. She is passionate about creating a change in the lives of young girls and boys, children, and mothers. Alumo uses participatory approaches to empowering adolescent girls and young women to be become leaders, raise their voices, and participate in community meetings and decision making both at household and community levels. She also works closely with cultural and formal leaders to mobilize communities for action through integrated gender and social inclusion, livelihoods, nutrition, governance, and social behavior change interventions.

Previously, Alumo worked with Self Help Africa (SHA) to implement the Agriculture and Market Support Activity (AMS), which was supported by World Food program (WFP). The overall objective of AMS was to contribute to resilient and diversified livelihoods for smallholder farmers—especially women (at least 60% of women reached)—whose capacities were strengthened to produce, access markets, negotiate, and collectively market quality produce to increase income at the household level.

She also worked with the USAID Community Connector project, an integrated nutrition and agriculture project in which she worked closely with the districts and community leaders to define desired household interventions that would contribute to improving the nutritional status of women and children and the livelihoods of vulnerable populations through sustainable strategies called the CC10 at household and community levels.

Samantha Isabel Calero
Social and Economic Policy Associate, Abt Global
Samantha Isabel Calero is an expert in intimate partner and community violence intervention and prevention and trauma-informed care in communities of color. As a survivor of violence herself, she brings a unique blend of lived and over 13 years of professional expertise to address intersectional issues of risk and safety for marginalized communities.

Sam received her M.P.H. in Health Policy with a focus in violence prevention and public health leadership from the Harvard T.H. Chan School of Public Health. She received her B.S. from the University of Massachusetts Amherst in social justice advocacy.

She is a member of Mijente, a national political and cultural home for Latinx and Chicanx organizers and serves on the board of the Muslim Justice League, which focuses on police and prison abolition. Sam serves as a strategic advisor for We Are Better Together: The Warren Daniel Hairston Project, an organization that works with mothers on both side of community harm and incarceration to deliver a new vision for justice and violence prevention.

Maureen Ogada-Ndekana
Private Sector Engagement Catalyst, Former Chief of Party SHOPS Plus and consultant with Abt Global
Maureen Ogada-Ndekana is a health systems development professional who has dedicated over 14 years of her career bolstering health systems in the east African region through public-private engagement, social enterprise marketing, health project management, and policy advocacy for health providers. She has over the years developed proficiency in setting up development projects, managing development project teams, developing health markets, and networking and alliance building on behalf of international organizations working across several health areas including RMNCH, HIV/AIDS.

Henry Love
Social Science Research Monitoring and Evaluation Senior Analyst, Abt Global
Henry Love is a Senior Analyst at Abt Global and PhD candidate in Developmental Psychology. His experience spans a wide range of anti-poverty programs and policies including homelessness prevention, self-regulation development, youth trauma, and implicit racial bias. Mr. Love is committed to developing and testing new programs to improve the lives of BIPOC families, children, and youth living in poverty.  His lived experiences as a survivor of Intimate Partner Violence (IPV) as well as growing up as an African American youth navigating the extreme levels of racial inequity in Detroit ignited his passion for equity and reducing child poverty.

Before joining Abt, Henry oversaw Gateway Housing’s Attendance Matters 2-year pilot program, which identified, addressed, and managed multiple systemic, intergenerational, and logistical barriers to improve school attendance amongst children experiencing homelessness in NYC shelters. In his role with HOMEworks, Henry oversaw and advised the initiatives’ two demonstration projects, on the implementation of participatory action research methods and addressing racial equity, in conjunction with the project’s primary investigators.  Zero-Babies Homeless aims to prevent pregnant and new moms from entering shelter.  Henry has worked closely with the NYC Mayor's Office to End Domestic and Gender-Based Violence (ENDGBV) to research and develop innovative strategies to support survivors experiencing housing instability.
