Caroline

Logan

Dr. Caroline Logan is a senior associate and health services researcher with over 15 years of experience in policy-focused mixed methods evaluation design, rigorous data collection and analysis, and development of integrated mixed methods reports and deliverables. Her expertise in federal and state health policy includes Medicare and Medicaid financing and delivery systems, care transformation and system integration, social determinants of health, maternal health, the health and well-being of children, and the intersection of health and housing.

Logan currently serves as the project director for the Integrated Care for Kids (InCK) Model evaluation. The InCK Model is funded by the Centers for Medicare and Medicaid Services’ (CMS) Center for Medicare and Medicaid Innovation (CMMI), with the goal of improving integration of health and social services for Medicaid-enrolled children with complex physical and behavioral health needs and those who are at risk of out-of-home placement.

Since joining Abt in 2016, she has led multiple projects and evaluation efforts for CMS, CMMI, Department of Housing and Urban Development, and state Medicaid agencies. In these roles, Logan has successfully designed and executed qualitative and mixed methods data collection and analysis efforts to inform policy and program evaluations. 

Before coming to Abt, Logan was a research associate at the Schneider Institute for Health Policy at Brandeis University. She contributed to research projects related to the effect of federal health policy on healthcare delivery systems and patient outcomes for the Agency for Healthcare Research and Quality (AHRQ) and the Patient-Centered Outcome Research Institute (PCORI). Before that, she was a research project manager in the Department of Health Policy and Management at the Boston University School of Public Health. She served as a project manager and qualitative analyst on multiple AHRQ and Veterans Administration projects related to the implementation of care coordination practices and quality improvement initiatives in clinical settings.
