Career Pathways as a Framework for Program Design and Evaluation: A Working Paper from The Pathways for Advancing Careers and Education (PACE) Project

This paper presents a conceptual framework for career pathways programs and discusses some of the considerations in designing evaluations that use random assignment methods to measure these programs’ impacts. The framework is being applied in several large random assignment evaluations Abt Global is conducting for the Federal Administration of Children and Families, Department of Health and Human Services.
