Loeffler, MSPH
Ann Loeffler has two decades of experience working with health care safety net service delivery providers in the U.S. Trained in epidemiology and biomedical policy, she brings a program perspective, an implementation-science lens, and a focus on data analytics to her work. Over the past 10 years, Loeffler has served as a project lead for more than 10 federal projects involving program implementation and evaluation. She has worked with health center leaders in frontier, rural, and urban areas on strategic planning, market assessments, and growth strategies.
Loeffler has management and planning experience with Health Resources and Services Administration federal, state, and local program. She provided advice to state primary care associations, health-center controlled networks, and health centers on growth strategies and value-based care and payment. She helped health centers improve information systems to enhance quality of care and adopt innovative payment models. Loeffler conducted needs assessments, led market analysis, and created business models for expansion strategies. She leads evaluations of the federal Healthy Start Program and data-related technical assistance for the Infant Mortality Collaborative Improvement and Innovation Networks.
Loeffler and the World Health Organization Collaboration Center developed an implementation science-based approach for the Department of Health and Human Services, Office of Population Affairs’ (OPA) Family Planning National Training Center. She oversaw the design and administration of quantitative and qualitative data collection instruments, data analysis, report development, and application of evaluation findings for program planning and improvement. For the value-based payment component of the Health Information Technology for Evaluation and Quality project, Loeffler led training and technical assistance efforts for primary care associations and health-center controlled networks nationwide so they could use data to improve service delivery and shape payment reform.
